The EU’s port services regulation
The application of the EU’s port services regulation, which governs the provision of port services, will begin on 24 March 2019. The regulation applies to certain port services such as bunkering, mooring and towage. The purpose of regulation is to facilitate market access by companies and to improve port services. In Finland, the regulation applies to the following ports in addition to HaminaKotka: Eckerö, Hanko, Helsinki, Kaskinen, Kemi, Kilpilahti (Sköldvik), Kokkola, Mariehamn, Oulu, Pietarsaari, Pori, Rauma, Raahe, Turku and Naantali.
Port of HaminaKotka Ltd grants the right to provide services in accordance with Regulation (EU) 2017/352 of the European Parliament and of the Council in the port area administered by Port of HaminaKotka Ltd and requires that certain requirements are fulfilled by service providers and their subcontractors who register themselves to take care of mooring, bunkering or towage services of vessels in the area of Port of HaminaKotka Ltd. Port of HaminaKotka Ltd has specified the minimum requirements for berthing and unberthing services. Changes will take effect on January 16, 2021.
